One tweeter was inop. pulled it out and checked with a ohm meter,read about 5 ohms.Suspect bad caps.The larger cap read 2x4 mfd 50v. The smaller cap read 2UF 50v but has the twin leads is this two 2UF caps? The replacement caps are going to be 8UF non polarized 250v and two 2UF non polarized 250v will this work. Yes--that will work. You need 2 2uF and 1 8uF per speaker. Mylars or Polys work well. There has been a lot of discussion of the 17 and the similar 20 here, so browse a bit, but you are fine. And DEFINITELY replace those craps... I mean caps ;)

Up Date: Check out a few places on line for the non polarized capacitors,the prices were reasonable but the shipping was a killer.I found a local radio supply warehouse and bought some np caps. They only had the 8UF 50v and 2.2UF 100v I figured they were close enough and put them in.The tweeters came to life wahoo!!! Not bad for a hours work and ten bucks in parts.Thanks guys for the input.......TonyD ;)
